Joshua 2:9
"And she said unto the men, I know that the Lord hath given you the land, and that your terror is fallen upon us, and that all the inhabitants of the land faint because of you."
"The spies returned in safety with the tidings, “Truly the Lord hath delivered into our hands all the land; for even all the inhabitants of the country do faint because of us.” It had been declared to them in Jericho, “We have heard how the Lord dried up the water of the Red Sea for you, when ye came out of Egypt; and what ye did unto the two kings of the Amorites, that were on the other side Jordan, Sihon and Og, whom ye utterly destroyed. And as soon as we had heard these things, our hearts did melt, neither did there remain any more courage in any man, because of you: for the Lord your God, He is God in heaven above, and in earth beneath.” PP 483.1"
The EGW passage directly quotes Joshua 2:9, attributing the statement to Rahab's declaration. This is a clear and direct reference.

The holiness of His character and His abhorrence of impurity had been evinced in the judgments visited upon Israel for their participation in the abominable rites of Baalpeor. All these events were known to the inhabitants of Jericho, and there were many who shared Rahab's conviction, though they refused to obey it, that Jehovah, the God of Israel, “is God in heaven above, and upon the earth beneath.” Like the men before the Flood, the Canaanites lived only to blaspheme Heaven and defile the earth. And both love and justice demanded the prompt execution of these rebels against God and foes to man. PP 492.2"
EGW directly references and expands upon Rahab's statement in Joshua 2:11, making the connection explicit.
"With wonder and alarm the watchmen of the city marked every move, and reported to those in authority. They knew not the meaning of all this display; but when they beheld that mighty host marching around their city once each day, with the sacred ark and the attendant priests, the mystery of the scene struck terror to the hearts of priest and people. Again they would inspect their strong defenses, feeling certain they could successfully resist the most powerful attack. Many ridiculed the thought that any harm could come to them through these singular demonstrations. Others were awed as they beheld the procession that each day wound about the city. They remembered that the Red Sea had once parted before this people, and that a passage had just been opened for them through the river Jordan. They knew not what further wonders God might work for them. PP 488.2"
Both passages describe the fear and terror that the Israelites inspired in the inhabitants of the land, specifically referencing the Red Sea crossing. EGW amplifies the biblical account by detailing the watchmen's observations and the people's reactions to the Israelites' actions around Jericho.
Joshua 2:11
"And as soon as we had heard these things, our hearts did melt, neither did there remain any more courage in any man, because of you: for the Lord your God, he is God in heaven above, and in earth beneath."
"The advancing hosts of Israel found that knowledge of the mighty workings of the God of the Hebrews had gone before them, and that some among the heathen were learning that He alone was the true God. In wicked Jericho the testimony of a heathen woman was, “The Lord your God, He is God in heaven above, and in earth beneath.” Joshua 2:11 . The knowledge of Jehovah that had thus come to her, proved her salvation. By faith “Rahab perished not with them that believed not.” Hebrews 11:31 . And her conversion was not an isolated case of God's mercy toward idolaters who acknowledged His divine authority. In the midst of the land a numerous people—the Gibeonites—renounced their heathenism and united with Israel, sharing in the blessings of the covenant. PK 369.2"
