Revelation 13:2
"And the beast which I saw was like unto a leopard, and his feet were as the feet of a bear, and his mouth as the mouth of a lion: and the dragon gave him his power, and his seat, and great authority."
In the sixth century the papacy had become firmly established. Its seat of power was fixed in the imperial city, and the bishop of Rome was declared to be the head over the entire church. Paganism had given place to the papacy. The dragon had given to the beast “his power, and his seat, and great authority.” Revelation 13:2 . And now began the 1260 years of papal oppression foretold in the prophecies of Daniel and the Revelation. Daniel 7:25 ; Revelation 13:5-7 . (See Appendix .) Christians were forced to choose either to yield their integrity and accept the papal ceremonies and worship, or to wear away their lives in dungeons or suffer death by the rack, the fagot, or the headsman's ax. "Marvelous in her shrewdness and cunning is the Roman Church. She can read what is to be. She bides her time, seeing that the Protestant churches are paying her homage in their acceptance of the false sabbath and that they are preparing to enforce it by the very means which she herself employed in bygone days. Revelation 13:4
"And they worshipped the dragon which gave power unto the beast: and they worshipped the beast, saying, Who is like unto the beast? who is able to make war with him?"
"The details of the iniquity practiced in his court are too degrading, too horrible, for description. His abandoned wickedness created disgust and loathing, even in many who were forced to share his crimes. They were in constant fear as to what enormities he would suggest next. Revelation 13:5
"And there was given unto him a mouth speaking great things and blasphemies; and power was given unto him to continue forty and two months."
"The periods here mentioned—“forty and two months,” and “a thousand two hundred and threescore days”— are the same, alike representing the time in which the church of Christ was to suffer oppression from Rome. The 1260 years of papal supremacy began in A.D. 538, and would therefore terminate in 1798. (See Appendix note for page 54.) At that time a French army entered Rome and made the pope a prisoner, and he died in exile. Though a new pope was soon afterward elected, the papal hierarchy has never since been able to wield the power which it before possessed. GC 266.3"

It could not, then, arise among the crowded and struggling nationalities of the Old World—that turbulent sea of “peoples, and multitudes, and nations, and tongues.” It must be sought in the Western Continent. “And he had two horns like a lamb.” The lamblike horns indicate youth, innocence, and gentleness, fitly representing the character of the United States when presented to the prophet as “coming up” in 1798. Among the Christian exiles who first fled to America and sought an asylum from royal oppression and priestly intolerance were many who determined to establish a government upon the broad foundation of civil and religious liberty. Their views found place in the Declaration of Independence, which sets forth the great truth that “all men are created equal” and endowed with the inalienable right to “life, liberty, and the pursuit of happiness.” And the Constitution guarantees to the people the right of self-government, providing that representatives elected by the popular vote shall enact and administer the laws. In the last great conflict of the controversy with Satan those who are loyal to God will see every earthly support cut off. Because they refuse to break His law in obedience to earthly powers, they will be forbidden to buy or sell. It will finally be decreed that they shall be put to death. See Revelation 13:11-17 . But to the obedient is given the promise, “He shall dwell on high: his place of defense shall be the munitions of rocks: bread shall be given him; his waters shall be sure.” Isaiah 33:16 . By this promise the children of God will live. When the earth shall be wasted with famine, they shall be fed. “They shall not be ashamed in the evil time: and in the days of famine they shall be satisfied.” Psalm 37:19 . To that time of distress the prophet Habakkuk looked forward, and his words express the faith of the church: “Although the fig tree shall not blossom, neither shall fruit be in the vines; the labor of the olive shall fail, and the fields shall yield no meat; the flock sha…

And the statement that the beast with two horns “causeth the earth and them which dwell therein to worship the first beast” indicates that the authority of this nation is to be exercised in enforcing some observance which shall be an act of homage to the papacy. "And he doeth great wonders, so that he maketh fire come down from heaven on the earth in the sight of men,"
"Servants of God, with their faces lighted up and shining with holy consecration, will hasten from place to place to proclaim the message from heaven. By thousands of voices, all over the earth, the warning will be given. Miracles will be wrought, the sick will be healed, and signs and wonders will follow the believers.
