Both passages describe God's control over the sea and the limits He placed on it. While EGW is quoting Psalm 104, the thematic overlap with Job 38:8-11 is significant and relevant.

The EGW passage directly quotes Psalm 104:14.
"He watereth the hills from his chambers: the earth is satisfied with the fruit of thy works."
Both passages speak of God providing for the earth and its inhabitants. The EGW passage quotes extensively from Psalm 104, and verse 13 fits thematically.
