"Then saith he unto his disciples, The harvest truly is plenteous, but the labourers are few;"
Both passages highlight the need for more workers in specific areas. Matthew 9:37 speaks of a plentiful harvest with few laborers, while the EGW quote mentions the lack of accomplishment in Washington D.C. and the need for efforts in unworked cities.
"“May the Lord help us to move understandingly and prayerfully. I am sure that He is willing that we should know, and that right early, where we should locate our publishing house. I am satisfied that our only safe course is to be ready to move just when the cloud moves. Let us pray that He will direct us. He has signified, by His providence, that He would have us leave Battle Creek.... LS 390.5"
Related principle 90% Exodus 40:36-37
"And when the cloud was taken up from over the tabernacle, the children of Israel went onward in all their journeys: But if the cloud were not taken up, then they journeyed not till the day that it was taken up."
The EGW quote directly alludes to the Exodus passage about following the cloud as a sign of God's guidance. The phrase 'move just when the cloud moves' is a clear reference.
